Step 1 - First load the game with the hl.exe -toconsole command line.
Step 2 - Press F6 to display the console and type sv_cheats 1 to enable cheat mode.
Step 3 - Press ~ to close the console, then press F6 again to reload your game.

Load the game up from the MS-DOS window as HL.EXE -DEV. When the game loads, load a game or start a
new one and press ~ to open the console so ya can type in the cheats:
